Here admins can hard delete or restore a soft deleted Channel from the Tasks page link in the left navigation bar.

Non-admin users can only soft delete Channels. Once a Channel has been soft deleted, it will show up in the Tasks page where only an Admin can hard delete it. A hard deleted it cannot be restored without a database recovery file.

If users were subscribed to a channel when it was soft deleted they will be automatically re-subscribed to the channel if it is restored.
